The Challenge

London Borough of Waltham Forest: Staff Survey 2022 ‘Your Voice Matters’

Since the last full staff survey was conducted in 2019, the Council has faced the challenges of the Covid-19 pandemic, it has redeveloped its Town Hall campus, and is continuing to face the mounting demands of a growing and aging population. In 2021, they also launched a new People Strategy for 2021-2025, with a future vision to be an Employer of Choice. A key element of the People Strategy is to continue to track and measure the employee experience, and to better understand how the workforce can be supported to act and think innovatively.

DJS Research was commissioned to support the Council in the delivery of their 2022 Staff Survey, using a mix of quantitative and qualitative methods to measure the performance of the People Strategy and to identify how and where the Council can improve. Following a period of design, which involved discussions with key stakeholders, the survey was modernised to suit the current context of the Council, and to help directly measure the performance of the four pillars of the People Strategy.

The Approach

The majority of colleagues were invited to complete the quantitative survey online, while a small proportion were able to complete the survey by paper or through a QR code on their Smartphone. This was supplemented by a series of five focus groups and 10 depth interviews, with a particular focus on Equality, Diversity and Inclusion across the Council.

The Results

The DJS Research team worked intensively with the Council to ensure the results were disseminated effectively. Central to this was an in-person action planning workshop facilitated by our Research Director, Jenna Allen, to more than 40 of the Council’s Senior Leadership Team, with thematic break-out groups to discuss and share ideas. Smaller sessions were also run for each of the Council Directorates, and 30 reports were provided at Directorate and Division level for individual managers.
